Here is the problem, there is no sharing tab (see the following screen shot)
It gives me further instructions as showing in the following picture: In my phone when I connect my phone, in Settings > Wireless & networks > USB Internet (sharing Windows PC internet via USB cable) checkbox, which I checked then it asked me to choose my Windows version (which is Windows 8.1 but since it didn't show that option) I chose Windows 8.
